Catogary E offshore?

Hi there

I would like to hear from folks fishing the backline with cat E boats.
I believe that cat E may only go to sea via a safe port or harbour, and only 1 nautical mile from shore, and 5 nauticle miles up or down along the coast. I have a 16ft ace craft with a single 80hp yamaha 2 stroke, and though i do not yet have cat e skippers my boat was originally registered as a cat E boat.

I want to fish durban harbour and the backline in front of the beachfront. Realy calm waters as its a sheltered bay.

Any examples of this?
