Skippers License for Langebaan Lagoon what category ?

Does anybody know what license is needed for the Langebaan lagoon I have a Cat R license I saw an article somewhere it was mentioned you need a Cat E license how is this possible I read the national regulations over and over the words never changed Category R: This covers all inland waters, estuaries, lagoons .Is there a specific by law that can be referenced. I don't want to come all the way from Mossel Bay and I can't fish off my boat.

I will find out about the license all I could see was they wanted his boat to have cat E safety gear mine has it anyway I will still check with the number provided from the post

I fished there a few times with my small 4.2m Ark with a 8hp. Beach launched from Stywelyne. On the water they only asked for fishing permits and fishing from a vessel. I never had a Lagoon permit. Boat smaller than 3m and 15hp or less, no COF or Skippers needed. Self regulated according to SAMSA regulation. Same as for fishing kayak.
